This report presents the findings of the Unified Response to National Transportation Disruptions program initiated by MITRE in 2023. The program aimed to identify and assess vulnerabilities in U.S. transportation systems against various threats. Through workshops and interviews with over 40 subject matter experts from 18 federal agencies, the report documents challenges and needs related to transportation system resiliency. It identifies two main Opportunity Areas: Interagency Information and Analytics, and Government-Industry Coordination. The report details 21 proposed solutions ranked by importance and feasibility, focusing on improving data and information systems, developing reporting dashboards, and enhancing coordination and communication among agencies. The findings serve as a foundation for future research phases aimed at improving the efficiency and effectiveness of responses to major transportation disruptions. The report emphasizes the need for actionable recommendations to mitigate risks and enhance the overall resiliency of the transportation system.
