This case study details the upgrade of Saginaw County's emergency communications system from an analog to a digital platform, aimed at improving preparedness and response times for public safety agencies. The county partnered with Motorola to implement a Motorola 800 MHz digital radio system, which included 1,300 portable radios, an MCC7500 IP dispatch console, and the PremierOne™ computer-aided dispatch (CAD) service platform. The upgrade addressed significant challenges faced by first responders, such as slow and inconsistent communication, dead zones, and jurisdictional coordination issues during emergencies. Post-upgrade, Saginaw County achieved reliable, instant voice and data communications, enhancing safety for residents and enabling interoperability with neighboring jurisdictions and state agencies. The case study also highlights the ongoing commitment of Saginaw County to adopt new technologies for public safety, including future upgrades and the integration of advanced communication capabilities.
