This document is a guide to the State and Local Cybersecurity Grant Program (SLCGP), which aims to address cybersecurity risks and threats to information systems managed by state, local, and territorial governments. Jointly managed by the Cybersecurity and Infrastructure Agency (CISA) and the Federal Emergency Management Agency (FEMA), the program facilitates targeted investments to enhance the security of critical infrastructure and improve service resilience. The SLCGP, established under the Infrastructure Investment and Jobs Act, allocates $1 billion over four years for cybersecurity initiatives. The program outlines four key objectives: Governance and Planning, Assessment and Evaluation, Mitigation, and Workforce Development. For FY2023, the focus shifts from Governance to the other three objectives, emphasizing assessments and the adoption of cybersecurity best practices. Eligible applicants include designated State Administrative Agencies, which must pass through at least 80% of awarded funds to local governments. The application deadline is October 6, 2023.
