This technical report discusses the countering of online radicalisation in Southeast Asia through the 5M Framework. The research, conducted by Noor Huda Ismail in collaboration with the K-Hub PVE Community, involved a study of thirty-five Indonesian civil society organisations to evaluate their digital communication strategies aimed at preventing and countering violent extremism. The report identifies best practices, challenges, and areas for improvement in these strategies. The 5M Framework consists of five components: Market Receptivity, Message, Messenger, Mechanism, and Measurement. Each component is explored in detail, highlighting the importance of understanding the audience, crafting impactful narratives, selecting credible influencers, choosing appropriate platforms, and measuring campaign effectiveness. The report also emphasizes the role of multilateral organisations like the United Nations and ASEAN in supporting local efforts to combat online radicalisation. The findings suggest that by refining their approaches, civil society organisations can enhance their impact in preventing extremism in the digital age.
