This technical report outlines the urgent need for transitioning to post-quantum cryptography (PQC) to safeguard digital infrastructure against the threats posed by quantum computing. It identifies eight essential technical domains necessary for a secure and effective transition, including the development of guidelines and best practices, cryptographic asset discovery, impact and risk analysis, trusted transition strategies, hybrid cryptographic approaches, high-assurance implementations, crypto agility, and rigorous testing and validation frameworks. The report emphasizes the importance of early preparation for industries reliant on long-term data protection, such as telecommunications and healthcare, to mitigate risks associated with quantum threats. It also discusses international efforts, including standards released by the U.S. National Institute of Standards and Technology (NIST) and the Australian Signals Directorate's (ASD) initiatives, to facilitate the migration to quantum-safe systems. By addressing these domains, organizations can modernize their security infrastructure and ensure the protection of sensitive data in the evolving cyber landscape.
