This report presents an analysis of the macroeconomic impact of federal regulations on the manufacturing sector, commissioned by the National Association of Manufacturers. It estimates that the total cost of federal regulations in 2022 reached approximately $3.079 trillion, which accounts for 12% of the U.S. GDP. The report highlights that manufacturers, particularly small manufacturers, bear a disproportionate share of this regulatory burden, with small firms incurring costs exceeding $50,100 per employee annually. The analysis indicates that the average annual compliance cost for manufacturers is over $29,000 per employee, significantly higher than the average for all U.S. companies. The report also notes that the regulatory costs for manufacturing firms have increased by $465 billion since 2012. The findings suggest that reforming the regulatory system could enhance competitiveness by allowing manufacturers to allocate compliance funds towards growth initiatives such as employee compensation and investment in research and development.
