This technical report presents the findings of an analysis focused on the resilience of mobile networks in the UK during sustained power outages, specifically examining the radio access network (RAN) and its associated infrastructure. It discusses the outcomes of a Call for Inputs (CFI) initiated in December 2023, aimed at understanding the power backup capabilities that mobile network operators (MNOs) should provide. The report outlines the current state of mobile infrastructure, including mast locations and existing power backup facilities, and highlights the challenges faced during power outages, especially in light of recent extreme weather events. The analysis indicates that while a significant portion of the population can make emergency calls during short outages, the ability to maintain connectivity diminishes with longer outages. The report also estimates the costs associated with enhancing mobile network resilience and suggests that further discussions are needed among stakeholders to explore optimal solutions for improving power resilience in mobile networks.
