This document is a technical report that presents the Digital Healthcare Equity Framework, which is based on evidence and consensus. The framework serves as a guide for users to intentionally consider equity in healthcare solutions that incorporate digital technologies. It is designed for digital healthcare developers, health systems, health plans, and clinical providers. The framework assists stakeholders in assessing the equity of their digital healthcare solutions throughout the entire lifecycle, including planning, development, acquisition, implementation, and monitoring. The report details the methods used to develop the framework, including an environmental scan that involved a scoping review of existing literature and key informant interviews with experts in health equity and digital healthcare technology. The findings from these methods informed the development of the framework, which addresses critical aspects such as accessibility, security, privacy, usability, and safety of digital healthcare solutions. An accompanying Implementation Guide provides best practice examples and resources for effective application.
