This technical report addresses the challenges faced by a prominent 13-hospital system managing a $1 billion capital program, particularly regarding their responses to auditors' inquiries about project controls. The report outlines a systematic approach employed by OnIndus to enhance regulatory compliance and operational efficiency. Key steps included identifying stakeholders and conducting interviews to analyze current project processes. The resulting documentation culminated in a detailed Project Playbook, which served as a centralized repository for project processes. This playbook fulfilled auditors' requirements while providing a framework for effective project management. The key components detailed in the playbook include project requests, design and construction management, procurement, and regulatory compliance measures like the Certificate of Need process. The implementation of this approach significantly improved stakeholder awareness and operational transparency, ultimately leading to enhanced efficiency and auditor satisfaction.
