This case study outlines the development of a common framework for identity and access management tailored for Danish municipalities, aimed at enhancing security compliance and operational efficiency. The initiative, led by PwC Denmark, addresses the challenge of municipalities lacking in-house IT expertise by providing a shared platform that integrates various systems necessary for public services. The framework utilizes NetIQ products from OpenText to streamline user provisioning and deprovisioning processes, significantly reducing the time and resources required for integration tasks. It highlights the collaborative effort among municipalities to leverage economies of scale, resulting in substantial productivity savings. The case study details specific improvements, such as a reduction in audit preparation time and enhanced transparency in user permissions management. With the framework now serving approximately 50,000 users, the municipalities can better manage sensitive citizen data while improving service delivery to the community. Overall, the framework exemplifies a strategic approach to shared technology solutions in the public sector.
