This document is a report detailing the U.S. and Indonesia's inaugural port-focused cybersecurity tabletop exercise conducted from June 10-13, 2024, in Surabaya, Indonesia. The exercise, led by the U.S. Department of Homeland Security with support from the U.S. State Department and Indonesian government entities, aimed to enhance the resilience of maritime critical infrastructure against cyber threats. Objectives included stress testing cyber incident response plans, fostering collaboration between U.S. and Indonesian entities, and identifying gaps in cyber resilience. Activities involved realistic simulations of cyberattacks on port operations and workshops on best practices in maritime cyber incident prevention. Key outcomes highlighted improved incident response strategies, increased awareness of cyber risks, and the sharing of policies and best practices. The exercise underscored the need for ongoing investment in cybersecurity and regular exercises to build resilience against evolving cyber threats. It serves as a foundation for future initiatives aimed at strengthening defenses and promoting proactive risk management.
