This report is a comprehensive analysis of the challenges faced by young state legislators in the United States, particularly focusing on retention issues. It outlines the systemic barriers that contribute to the departure of capable lawmakers, including financial strain, inadequate institutional support, and threats to personal safety. Through interviews and surveys with 89 Gen Z and millennial lawmakers across 31 states, the report identifies key obstacles such as insufficient legislative pay, lack of resources, and outdated workplace practices. Additionally, it highlights the impact of political violence and toxic polarization on the willingness of young leaders to remain in public service. The report presents 24 recommendations aimed at addressing these challenges, advocating for reforms that would create a more supportive environment for emerging lawmakers. By documenting these findings, the report seeks to inform policymakers and stakeholders about the necessary steps to enhance the sustainability of public service for the next generation of leaders.
