Public Service Integration Research Report

This report presents the findings of the Level Measures research program, which focuses on public service integration within local government. Conducted by Localis in partnership with Capita, the research involved extensive engagement with local authorities through regional roundtables and interviews with key stakeholders, including council executives and independent experts. The report outlines the significant challenges faced by local governments in delivering public services amid rising inflation and demographic pressures. It emphasizes the need for a modern and sustainable framework for public service delivery, particularly in light of the Levelling Up White Paper's objectives. Key findings highlight obstacles to effective service delivery and propose seven principles for a modern public service integration agenda, including the necessity for reliable funding, a holistic understanding of interconnected services, and the importance of trust and data sharing among government tiers. The report aims to inform policy discussions and enhance the effectiveness of local service provision.
