This case study details the efforts of the County of San Diego to achieve significant cost reductions through utility rate optimization. Faced with escalating utility costs and budgetary challenges, the County engaged ProcureAmerica to conduct a comprehensive Utility Tariff Rate Optimization Study (TROS). The study involved a meticulous analysis of over 1,500 utility accounts, focusing on tariff rates, surcharges, and potential exemptions. The findings revealed more than 100 accounts with improperly assessed charges and identified 85 opportunities for rate reductions, resulting in annual savings of $2.85 million. Notably, the County was able to recover $763,542 in one-time utility refunds and credits without altering energy consumption or incurring capital outlay. The successful implementation of these strategies has allowed the County to redirect savings toward essential services for its residents. The County plans to expand its strategic savings initiatives to include telecommunications and waste services, continuing its partnership with ProcureAmerica for ongoing monitoring and optimization.
