This case study details the collaboration between the Colorado Department of Education (CDE) and Public Consulting Group (PCG) to implement a foundational literacy professional development module series for educators. The project aims to enhance early literacy development for students in kindergarten through third grade, particularly those at risk of not achieving grade-level reading proficiency. The initiative aligns with the Colorado Reading to Ensure Academic Development (READ) Act, which provides guidance and funding for school districts to adopt effective literacy programs. The professional development content, based on the science of reading research, was designed for immediate application in classrooms. Since its inception in 2020, over 26,000 teachers have participated in the program, which has received positive feedback regarding its organization, instructional materials, and effectiveness in supporting educators' learning. The case study outlines the key components of the program and the outcomes derived from participant surveys, highlighting the program's alignment with established literacy standards.
