Use of Medicaid Ambulance Supplemental Payment Program Funds

This technical report presents the findings of a national survey regarding the use of Medicaid Ambulance Supplemental Payment Program (ASPP) funds by Emergency Medical Services (EMS) providers. The survey, conducted by Public Consulting Group (PCG), aimed to gather data on how ASPP funds are utilized, their significance to EMS departments, and the impact of funding reductions. The report details the characteristics of responding agencies, the distribution and control of supplemental payments, and how these funds are reinvested. It highlights that a significant majority of respondents view ASPP funding as critical for maintaining operations and addressing rising costs associated with supplies, equipment, and staffing. The findings indicate that ASPP funds are essential for bridging financial gaps, allowing departments to sustain services and invest in improvements. Additionally, the report discusses potential threats to ASPP funding due to legislative changes, emphasizing the need for ongoing support for EMS providers facing financial challenges.
