This document is a technical report that presents the first edition of the Global Command and Control Centre (CCC) Index developed by PwC Middle East. It outlines the evolution of command and control centres from traditional surveillance rooms to advanced digital nerve centres that enhance the security and resilience of cities and communities. The report details the assessment of 20 global CCCs across three maturity levels: Traditional, Advanced, and Moonshot. Key findings indicate that most CCCs operate at an Advanced level but are hindered by fragmented data governance and limited predictive capabilities. The document emphasizes the need for operational excellence, robust technology foundations, and effective governance to bridge the global maturity gap. It also identifies common challenges faced by CCCs and provides a framework for stakeholders to benchmark their performance and prioritize innovations. The report concludes with a call to action for CCC leaders to adopt a proactive approach to enhance their operational capabilities and better respond to the demands of modern challenges.
