This guide presents the Monetary Authority of Singapore's (MAS) transition planning guidelines (TPG) released on 5 March 2026, aimed at banks, insurers, and asset managers. The TPG serve as supervisory expectations to enhance climate-related risk management processes within financial institutions. They build upon the existing Environmental Risk Management (ENRM) Guidelines and provide a structured approach for customer engagement, emphasizing the need for financial institutions to collect relevant climate-related risk data. The guidelines outline the expectations for governance, risk management, and customer engagement, detailing how institutions should assess and respond to climate-related risks. The TPG also highlight key changes from earlier consultation drafts, focusing more on climate risk management and the principle of proportionality. Financial institutions are encouraged to begin preparations for implementation ahead of the guidelines' effective date in September 2027, allowing time for necessary adjustments to existing processes.
