This case study outlines the modernization efforts undertaken by the Department for Work and Pensions (DWP) in the UK to enhance its benefit systems. The primary challenge identified was the need for increased development flexibility to improve release deployments and reduce batch processing times. The existing systems, based on COBOL and developed in the 1980s, faced limitations in responsiveness to new business requirements and legislative changes. The solution involved a phased re-platforming approach utilizing Rocket Visual COBOL and AWS, which allowed for the conversion of 25 million lines of code. The implementation resulted in significant improvements, including a reduction in batch processing time from 90 minutes to less than 15 minutes and the ability to deploy changes rapidly, achieving 800 deployments in one year. The modernization project not only enhanced operational efficiency but also provided a stable infrastructure, leading to substantial cost savings and improved service delivery without disruption to users.
