This study examines the current state of European defence in the context of rising geopolitical threats, particularly from Russia. It outlines the necessity for Europe to enhance its industrial capacity and spur innovation to achieve sustainable deterrence. The publication details four industrial pathways to strengthen defence capabilities: maintaining steady peacetime production, making targeted capital investments for modernization, collaborating with civilian industries for high-volume manufacturing, and developing software-defined solutions for scalable responses to threats. It emphasizes the importance of a coordinated effort among defence ministries, contractors, and civilian sectors to build a robust defence technology and industrial base. The study also highlights priority areas for public and private actors to reach the deterrence threshold, which is essential for discouraging potential aggressors. By implementing the recommendations provided, Europe aims to secure the necessary foundations for effective deterrence and resilience against evolving security challenges.
