Arizona Department of Corrections Fleet 100 Program

This case study details the Fleet 100 program initiated by the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) to address staffing shortages in its fleet management department. The program was created to improve the technician-to-asset ratio while providing inmates with valuable skills for future employment. Understaffed with a ratio of 1 technician for every 189 pieces of equipment, the ADCRR faced challenges in maintaining its fleet of 2,500 vehicles. The Fleet 100 program transformed the maintenance process by involving inmates directly in repair tasks, allowing them to learn practical skills in a controlled environment. Inmates were assigned Work Orders through the RTA system and received training from certified technicians. This initiative not only increased the operational readiness of the fleet but also aimed to reduce recidivism by equipping inmates with skills that enhance their employability post-release. The program has been successful since its rollout in January 2019, leading to expanded maintenance staff and reduced labor costs.
