This white paper presents a unique approach to enhancing the implementation of the CIS Controls V8.0 framework, particularly for resource-constrained organizations such as rural hospitals, city-county governments, and K–12 school systems. The paper outlines a model based on swarm intelligence (SI) that prioritizes security actions by leveraging expert recommendations and empirical data. It addresses the challenges of multicriteria prioritization in cybersecurity by employing quantitative data analysis and particle swarm optimization (PSO) techniques. The study emphasizes the importance of aligning security actions with industry evidence on cyber threats, which is often lacking in traditional academic approaches. The proposed SI-based model aims to optimize the sequence of prioritized controls, thus maximizing cybersecurity resilience in practical settings. The findings indicate significant gaps between cybersecurity needs and available resources, highlighting the diversity in setting implementation priorities. This research contributes to the field by offering a data-driven solution that enhances the cybersecurity posture of organizations with limited resources.
