This document is a case study detailing the cybersecurity assessment and roadmap developed for a Hawaiian utility facing new cybersecurity challenges. The utility recognized the need for a comprehensive plan to prepare for, detect, and respond to potential cyber threats due to increased connectivity and sophisticated adversaries. SEL Cyber Services was engaged to conduct an initial assessment and collaboratively create a multiphase roadmap aimed at enhancing the utility's cybersecurity posture. The partnership resulted in the prioritization of short-term cybersecurity investments and the establishment of foundational plans, including an Incident Response Plan, a Disaster Recovery Plan, and a Continuity of Operations Plan. The utility has also engaged in tabletop exercises to test these plans and has improved its operational technology system's cyber defenses while fostering better communication among cross-functional teams. This initiative underscores the importance of a structured approach to cybersecurity in the utility sector.
