The Foundation Model Transparency Index v1.1 Report is a follow-up study that evaluates the transparency of foundation model developers based on 100 indicators. Launched in October 2023, the initial version assessed 10 developers, revealing an average score of 37 out of 100. The current report expands the evaluation to 14 developers, with a significant increase in average scores to 58 out of 100, indicating a 21-point improvement. This enhancement is attributed to developers disclosing information that was previously unavailable. The report identifies areas of persistent opacity, particularly regarding copyright status, data access, and data labor. It emphasizes the importance of transparency in the foundation model ecosystem, noting that while improvements have been made, further efforts are necessary. Policymakers are encouraged to consider interventions to enhance transparency in areas where progress has stalled. Transparency reports for each developer are published, consolidating the newly disclosed information and facilitating further research.
