This technical report presents a dedicated gating strategy aimed at optimizing traffic flow in urban environments, particularly focusing on the integration of electric vehicles (EVs) and regular vehicles (RVs). The study outlines the challenges posed by the current market penetration rate of EVs and the necessity for innovative traffic management strategies that prioritize EVs in congested areas. Utilizing the Network-wide Fundamental Diagram (NFD) and Model Predictive Control (MPC), the proposed framework aims to minimize vehicular emissions and total travel time by managing vehicle flows through dedicated links at the periphery of urban networks. The report details the modeling of dynamic traffic systems, emission estimation methods, and the optimization problem associated with perimeter control in mixed traffic scenarios. A case study is conducted on the Chicago network, demonstrating the effectiveness of the proposed control strategy in reducing congestion and emissions. The findings contribute to the development of sustainable urban transportation systems.
