Safer and Cleaner Vehicles in the Global South

This technical report addresses the challenges and strategies for improving vehicle safety and environmental performance in Low- and Middle-Income Countries (LMICs) within the Global South. It outlines the importance of motorization management as a coordinated process involving public policies and programs aimed at enhancing the quality and safety of the vehicle stock. The report discusses the role of the United Nations and government stakeholders in developing regulatory measures to ensure that only safe and clean used vehicles are imported. It highlights the complexities involved in maintaining modern exhaust after-treatment systems and the need for low-sulphur fuels. Additionally, the report emphasizes the demand for new vehicles and the minimum technical requirements set by UN Resolution 74/299 to enhance road safety. The document also details how TRL can support government stakeholders through technical advice, technology roadmaps, and cost-effectiveness analysis of policy measures.
