The Breakthrough Agenda Report 2025 is a technical report developed by the International Energy Agency (IEA) in collaboration with the Climate High-Level Champions. This report outlines the progress and methodologies related to international collaboration aimed at accelerating sector transitions towards sustainable practices and clean technologies. It emphasizes the need for coordinated action among national governments, private sectors, and civil society to achieve climate goals, particularly in major emitting sectors such as power, hydrogen, road transport, steel, cement, and buildings. The report introduces a new focus on fertilisers and provides practical examples of successful international collaboration. It also includes implementation-focused success statements and indicators to aid in monitoring progress. The report serves as an independent evidence base and expert recommendations for enhancing international collaboration, reflecting the ongoing efforts since the launch of the Breakthrough Agenda at COP 26. The aim is to make clean technologies more affordable and accessible by 2030.
