This document is a report by ENTSO-E that addresses the need for a fit-for-purpose public procurement framework to support Europe's transmission system operators (TSOs) in delivering critical infrastructure for energy transition. It outlines the challenges faced by TSOs, including long lead times, concentrated supplier markets, and evolving technologies, which hinder timely project delivery. The report identifies the ongoing revision of the Public Procurement Directives as a significant opportunity for reform. It presents fourteen proposed reforms categorized into three main themes: transforming grid procurement into a strategic tool, providing TSOs with the flexibility needed to deliver grids on time, and reducing administrative burdens while enhancing data management in EU procurement. The aim is to modernize the procurement framework to align with current energy, industrial, and security realities, ensuring that TSOs can effectively meet the demands of the energy transition while maintaining transparency and competition.
