This report evaluates key Learning Management Systems (LMS) utilized in Uganda's education sector, focusing on the Ministry of Education and Sports (MoES) LMS. The document is structured into four sections: an introduction, evaluation approach, findings, and conclusions with recommendations. The evaluation aims to assess the capacity of the existing MoES LMS to support students and teachers, identify desired features for a robust LMS, and provide strategic recommendations for implementation. The study highlights the low adoption rates of LMS in schools and the limited engagement of users. It discusses the MoES LMS's basic functionalities and the need for improvement in various areas, including content richness and user experience. The findings suggest that a robust national-level LMS should include at least 15 key features to effectively support hybrid learning. The report is based on a mixed-methods study approach, incorporating data from interviews, system walkthroughs, and case studies.
