This report examines the resilience of Rwanda's basic education system, particularly in the context of integrating Education Technology (EdTech) to enhance learning outcomes. It highlights the urgent need for educational systems to adapt to various crises, including pandemics and climate change, which disrupt classroom instruction. The study documents significant investments made by the Rwandan government in EdTech initiatives, especially during and after the COVID-19 pandemic, aiming to improve access and quality of education. However, it identifies gaps in the effective utilization of these technologies within classrooms and their impact on student outcomes. The research involved consultations with over 20 stakeholders and a thorough review of relevant documents, leading to actionable recommendations for leveraging current investments to bolster the education system's resilience. Key findings indicate a satisfactory ratio of teachers to computers in secondary education, but challenges persist in primary education regarding technology access and usage. The report concludes with suggestions for defining pedagogical models for technology integration in teaching practices.
