This case study details the implementation of a compliance solution for a leading electric utility managing over 800 substations and generation sites, aimed at meeting the NERC CIP-003-9 compliance deadline of April 1, 2026. The utility faced significant challenges, including the lack of standardized vendor access governance, an understaffed compliance team, and the need for documented electronic remote access controls. To address these issues, the utility deployed Xona Critical System Gateways, which enabled zero direct network access while allowing real-time interaction with operational technology systems. The architecture achieved full compliance with CIP-003-9 Section 6, reduced vendor access time from over four hours to eight minutes, and was implemented by a two-person team using pre-configured appliances. The results included zero compliance findings and a streamlined deployment process, demonstrating the effectiveness of the solution in enhancing cybersecurity measures across low-impact BES Cyber System sites.
