Thermal Power Plant No.4 Modernization Project

This technical report details the modernization project for Thermal Power Plant No.4 (TPP4) located in Ulaanbaatar, Mongolia. The plant, which is coal-fired and has a capacity of 3 x 123 MW and 1 x 120 MW, plays a crucial role in providing heat and electricity to the region. The modernization was executed in three phases, with the first two phases focusing on boiler control modernization completed in 2001 and 2007, respectively. The report outlines the challenges faced due to outdated control systems, frequent equipment malfunctions, and the need for improved combustion efficiency. Solutions included the transition from an analog to a digital control system, the implementation of a direct firing boiler combustion system, and the installation of a power plant simulator for operator training. The results of these efforts included enhanced reliability, reduced CO2 emissions, and improved operational efficiency. The final phase involved upgrading turbine control systems to further enhance the plant's performance and reliability.
