This technical report presents a three-layer semantic communication architecture based on the extended definition of communication proposed by Weaver and Shannon. The architecture integrates semantic information into the design of communication systems, allowing for differentiated encoding and transmission based on the semantic importance of information. The sender can prioritize data transmission according to the significance of the semantics, while the receiver can reconstruct the semantics of the transmitted data to fulfill pragmatic communication goals. The report details the construction methods of the architecture, outlines challenges faced, and identifies key technologies required for implementation. Furthermore, it discusses the architecture's potential applications in various fields, including the Internet of Things, human-computer interaction, and intelligent manufacturing.
