This research study examines the effects of the Diagnostic Review process on the performance of 'Priority' high schools in Kentucky, specifically those identified as persistently low-achieving. The report details a quasi-experimental data analysis that compares the Kentucky School Performance Overall Scores of schools that participated in the Diagnostic Review process with those that did not. The Diagnostic Review process, implemented by Cognia, consists of three steps: training and support for school leaders, data collection and analysis, and an on-site review by education experts. The findings indicate that schools participating in the Diagnostic Reviews experienced significant improvements in their performance scores over time, with a notable increase of nearly 11 points compared to statistical estimates. The study employs a difference-in-differences analysis to demonstrate the positive impact of these reviews, aligning with federal requirements under the Every Student Succeeds Act (ESSA) for educational interventions. The results suggest that the Diagnostic Reviews serve as a moderate evidence-based intervention for school improvement.
