This report presents findings from consultation interviews aimed at improving the effectiveness of complex national service change programmes in health care. The project, funded by the Health Foundation and conducted by Ipsos and THIS Institute, seeks to address gaps in evidence and support for programme leaders. The report outlines the context for national programmes, emphasizing the unique characteristics of the health care sector that influence programme design and delivery. It identifies key challenges faced by national programmes, such as navigating a politicized environment and the need for adaptive leadership. The insights gathered from interviews with 17 experienced professionals inform a draft framework intended to guide the design and implementation of these programmes. The report also discusses the implications for various types of programmes and suggests next steps for consensus building among stakeholders. Overall, it aims to co-design a practical framework that leverages existing guidance and tacit knowledge from practitioners.
