This case study outlines the innovative mobile approach utilized by Ramsey County Public Health to address the public health crisis posed by overlapping syphilis, HIV, and HCV outbreaks among people who inject drugs (PWIDs). The CareVan initiative, initiated in 2022, provides rapid syndemic testing and access to healthcare services directly to medically underserved populations at encampments, shelters, and treatment facilities. The CareVan employs the Diagnostics Direct Syphilis Health Check™ test, OraQuick ADVANCE® Rapid HIV-1/2 Antibody Test, and OraQuick® HCV Rapid Antibody Test, enabling staff to conduct multiple tests in a single 20-minute encounter. This workflow allows for immediate counseling and education on safe practices to reduce further infections. The study documents the effectiveness of the CareVan, reporting over 1,500 rapid tests conducted, successful referrals for treatment, and the importance of mobile clinics in engaging at-risk populations and providing crucial healthcare services in real-time.
