This technical report presents updated cost estimates for the decommissioning of offshore wind farms, commissioned by the Dutch Ministry of Climate and Green Growth (KGG). The objective is to inform revisions to financial security provisions in future Wind Farm Site Decisions (WFSDs) under the Dutch Roadmap 21GW. The report details high-fidelity simulations conducted using TNO’s UWiSE Decommission software, analyzing the removal and transport costs of various subsystems including wind turbine generators, inter-array cables, monopile foundations, and more. Key findings indicate baseline full removal costs of 172.5 k€/MW and partial removal costs of 110.6 k€/MW. The report also discusses factors affecting costs, such as farm size, turbine rating, port distance, and activity duration. Recommendations include using these estimates as indicative averages for WFSDs while allowing for site-specific adjustments. The report aims to provide robust inputs for informed policy choices regarding offshore wind farm decommissioning.
